Quoted as general counsel for Minorities for Medical Marijuana, Jessica suggests that establishing a social justice plan before the state legalizes recreational marijuana is essential for any social equity program; prioritizing these applicants means little if they do not have the resources to apply for licenses. 

Jessica goes on to explain the importance of providing legal services and training programs to disadvantaged business owners, in addition to providing no- or low-interest loans.
